BO4 - new webi proc server in starting state - not starting

Hi,

Using bo4 sp6 in 2 -node cluster.

Have created a new webi proc server by creating a new node , cloning the server to a different node but when try and start the new webi proc server

sits in starting state for a few minutes.

On test system can take a few minutes before actually starting.

We want to start running first then enable afterwards.

Thoughts?
