Cannot create user in CMC

Hi experts,

I am newbie to Business Objects 4.0. I have installed BI 4.0 successfully. I am able to login to CMC.

But I cannot create users in CMC. I have navigate to users and groups and clicked the manage button but didn't find any options to add users.

What went wrong? How can I add users?

Kindly provide some solutions..
