How do I provide Admin View access (not assign rights) to select group

I have a group - Admin viewers that I want to be able to see the rights assigned to users for programming purposes but not assign rights. I have tried almost every scenario. I was able to find one other post but the user never got back as to if it worked and When I follow the steps it still does not work for me.

Here is the info from that post. I am on BOE XI 3.1 SP 6

I tried the same in one of the Test ID (This is an Enterprise Account).But i am getting the message "Account information not recognized: Access is denied" in the CMC login page.I logged in via Administrator and verified the Test ID.       Andrew KuhnApr 30, 2010 9:44 AM (in response to Kirubasankar V R)Make sure this user also has access to logon to the CMC.Logon to the CMC as your Administrator user, go to Applications > CMC, you'll see an Advanced right for "Log on to the CMC and view this object in the CMC", make sure this is granted
