BusinessObjects 4.0 Client Tool Installer will not Start

Hi Everyone

Have installed BOE 4.0 server platform on a virtual machine running Windows Server 2008 R2.  Now trying to install the Client tools.  I execute the startup.exe program.  It runs for about 5 seconds (I can see it in task manager) then dies. 

If I try the same install on the host machine for the VM, executes just fine.  

Ideas??
