Crystal Reports 2013 userlist or create user option disabled

Hi,

We are using crystal reports 2013, i am not sure since when but userlist option not visible and create user option is disabled or greyed.

Don't know how to troubleshoot this

Last time migrated users from crystal reports 2005, and if i remember correctly create user option was visible.

Can you please shed some light on this issue.
